I dog does not obey without treats. Please help.?

I have a one year of Pembroke Welsh Corgi, I have been training him with treats ever since I got him. Everything works, from sit, come, hand, even high five. But I if I try without treats then he simply won't do it, he would wait until he see me take a treat out of my pocket to do it, this becomes a problem because when I don't have treats then he just won't come when I call... it seems that I have trained him to respect the "treat", not "me"!! What should I do??!!
