Can't catch my horse?

I have a 6 year old Gelding (Welsh section d) He is a pain to catch!! I have had him since August and he has always been like this. For about a month in Feb he came straight to me in the field (I think this was from watching the other horse in his field coming up to me and getting praised with a pat) But he is still in the same field as this horse and I still spend about an hour running round the field to get him! I dont want to use treats as I know this can be dangerous with others in the field but if he is the last one out I will admit I use treats and catch him instantly. I have just moved yards and he will be out with about another 6 horses which is making me worry that eventually he will be impossible to catch. Can anyone give me any tips as I thought that he may have warmed to me bringin him in a bit now with it being nearly 10 months!!! I have tried chasing him and turning away when I see the signs of him lowering his head and turning his ears and licking ect but nothing seems to work!! Please help!!
